Long queues return to Lagos petrol stations

Residents of Lagos woke up on Monday morning to behold long queues of vehicles at the various petrol stations in the metropolis.

Nigerian Tribune investigation revealed that over 70 per cent of petrol stations in Lagos have no fuel.

In Oregun, Alausa and Ikeja, only one petrol station was seen selling fuel while others, over 20 of them including the NNPC owned petrol station, on the Kudirat Abiola way, were not selling fuel as of the time of filing this report.

The rumour making the round is that oil marketers were no longer importing fuel hence the shortage of the commodity.

All attempts to get to the root cause of issue, however, proved abortive as nobody had an answer to the question about the fuel shortage.

Findings by SaharaReporters correspondent indicate that in 2006, only MRS, TOTAL and OANDO were officially listed as beneficiaries of the fuel subsidy recognised by the Federal Government. The three companies were said to have been listed as “major marketers.”
In the following year, 2007, AP and MOBIL joined the three companies and became listed under the category of majors. The same year NIPCO was introduced and listed under the category of petrol depot owners. A new category of “independents” included some marketers who had no depots.
AITEO Energy Resources and TRIQUEST Energy were also added in 2007, bringing the total to eight beneficiaries of the fuel subsidy.
Our reporters gathered that the list of subsidy beneficiaries increased sharply in 2008, rising to of 23, including six majors. Also in 2008, CONOIL and NIPCO were joined by Capital Oil and Folawiyo Energy, under the category of depot owners.
The list of independents also increased from two in 2007 to 14 in 2008 as AITEO and TRIQUEST were said to have been joined by TONIQUE Oil services, IMAD Oil & Gas, Integrated Oil and Gas, Rahamaniyya, AMG Petro Energy, Brittania, ACORN, A-Z Petroleum, SHIELD Petroleum and MAJOPE Investment Limited.
And in 2010, while the beneficiaries of the subsidy payment under the category of major marketers remained steady at six and the depot owners remained two, the list of independent marketers jumped up to 28, with the curious inclusion of many relatively unknown and unheard-of companies.
Competent sources said that the lion’s percentage of N1.426 trillion fuel subsidy for this year will go to Otedola's AP, Wale Tinubu's OANDO, TOTAL, Sayyu Dantata's MRS and And Mike Adenuga's CONOIL.

The menace of indecent dressing in our Society

According to the Oxford Advanced Learner’s Dictionary 7th edition, “indecent” means showing that part of the body that is usually covered. Thus, “indecent dressing” is a dressing that exposes some parts of the body that ought to be covered by clothing.

Every country formulates laws that guide the smooth and orderly functioning of their society. In formulating or legislating laws in any society, the difficulty has always arisen as to whether the government or legislating authority has the power to legislate on issues that should be considered within the personal or private realm of the individual. The general question here is that, can the government or legislating authority legislate on issues individuals consider as private or personal. One of such issues is the issue of dressing. There has been a major controversy over the issue of indecent dressing across the globe. Some see the laws against indecent dressing as the violation of human rights especially the rights of women because the issue of indecent dressing centers mostly on the female gender. The law against indecent dressing has been welcomed by some and kicked against by others, which has been a major source of controversy around the world.

Countries and institutions have taken measures to curb indecent dressing; many countries in South East Asia and the Middle East like Singapore, Malaysia, United Arab Emirates, Syria and many more have laws against indecent dressing. Institutions like schools, places of worship, have regulations guarding against indecent dressing. The question that comes to mind is, what constitutes indecent dressing or how can one define indecent dressing, is there any universal agreement on what indecent dressing is? This depends largely on ones orientation and religion. For example in Malaysia, Muslim women are to cover up to their ankle and non Muslims should dress decently. The law in Malaysia is very intolerant of women dressed indecently and such women will be fined when caught. The issue here with respect to the Malaysian position is what constitutes indecent dressing in the case of non Muslim women?

In Nigeria, the Lagos State House of Assembly in 2007 passed a law against indecent dressing. The press and the public condemned the massive arrest of girls and women by the police on the streets of Lagos over what was termed as indecent dressing which resulted in victims illegally detained, allegedly raped and their money extorted. The law was eventually scraped.

There was also controversy over a bill that was brought to the floor of the Senate in 2008 on indecent dressing. This bill was presented by Senator Eme Ufot Ekaete the committee chairperson on women and youths titled “An Act to Prohibit and Punish Public Nudity, Sexual Intimidation, and Related Offences” carrying a jail term of six months. This bill drew a lot of comments from Non Governmental Organizations (NGOs), many pressure groups and Nigerians that were out to shoot down the bill. The Senator spoke to the press, noting that indecent dressing among Nigerians has continued to promote all manner of vices in the society; she claimed that the bill she was proposing would address indecency and immorality and she aims to preserve cultural norms and values. The Nigerian Feminist Forum was concerned that the chairperson of such an important committee in the Senate was trivializing women’s concerns and issues by laying emphasis on a dress code while ignoring critical and life threatening issues affecting women which need urgent and immediate attention.

Nigeria has one of the highest infant mortality rates and the second highest maternal mortality rate in the world. With limited and unaffordable medical facilities and maternal care service, women are at the receiving end due to the poor attention given to health issues. The rampant issue of rape of infants and the aged as well as other issues of sexual harassment of girls in primary, secondary and university environment, issues of female genital mutilation, violence against women, girl-child marriages and child trafficking, are many of the problems that are associated with women. The Nigerian Feminist Forum also sees the penalty of indecent dressing as a violation of the fundamental human rights of citizens and it is not the most effective way to curb decadence in the country.

It is important to note that culture is relative and what is right in one place can be wrong in another especially in Africa with countries having diverse cultural identities - that is to say indecency has no definite meaning. Also there are other issues of indecency and immorality that our societies face. For example, does indecent dressing make a man of 60 years rape a girl of 8 years or a father rape his daughter or even peace-keeping soldiers rape victims of war? These are all issues of immorality that have nothing to do with indecent dressing but carry more weight and need urgent attention. We should look into existing challenges that girls and women face and things that directly affect their lives in their communities. I believe indecent dressing should not be a major thrust in the law of the land especially in Africa where there are so many problems to be tackled.

The issue of indecent dressing should be addressed in homes, private and faith based institutions. But how can they be addressed in homes when parents buy skimpy and revealing clothes for children their children.
And some of the churches are not helping this issues.

Causes of Painful Menstruation or Dysmenorrhea

Very painful periods, also known as dysmenorrhea, are not something that should be ignored and may require some medical attention.

Dysmenorrhea, or extreme painful cramping sensation of the lower abdomen and/or back that comes and goes much like a contraction or a constant generalized pain, affects many women in their teens and their twenties to the degree that they are unable to perform daily routine tasks.

It is generally understood that the hormone prostaglandin is responsible for the uterus contracting during menses so that the higher the degree of the hormone produced, the higher the degree of contraction and consequently pain.

Primary dysmenorrhea can occur in otherwise healthy women, without there being any particular problem relating to the reproductive organs.

Secondary dysmenorrhea refers to excessive menstrual pain that may be caused by a disorder, infection or other illness or a structural abnormality in or outside the uterus.

Causes for very painful periods may range from Endometriosis to Fibroids, or Ovarian cysts or Pelvic inflammatory disease. The underlying cause could be Sexually transmitted diseases or even something as common place as stress and anxiety. A newly inserted Intrauterine Device (IUD) could also be responsible.

The following steps may allow you to avoid prescription medications for Primary Dysmenorrhea;

Apply a heating pad to your lower belly area, below your belly button. Never fall asleep with the heating pad on.
Do light circular massage with your fingertips around your lower belly area.
Drink warm beverages.
Eat light but frequent meals.
Follow a diet rich in complex carbohydrates such as whole grains, fruits, and vegetables, but low in salt, sugar, alcohol, and caffeine.
Keep your legs raised while lying down, or lie on your side with your knees bent.
Practice relaxation techniques such as meditation or yoga.
Try over-the-counter anti-inflammatory medicine, such as ibuprofen. Start taking it the day before your period is expected to start, and continue taking it regularly for the first few days of your period.
Try vitamin B6, calcium, and magnesium supplements, especially if your pain is from PMS.
Take warm showers or baths.
Walk or exercise regularly, including pelvic rocking exercises.
Lose weight if you are overweight. Get regular, aerobic exercise.

Call your doctor right away if you notice:

Increased or foul-smelling vaginal discharge
Fever and pelvic pain
Sudden or severe pain, especially if your period is more than one week late and you have been sexually active.
Your pain occurs at times 5 days before your period, or continues after your period is over.

We won’t tolerate further attacks, military warns MEND

THE military has threatened militants in the Niger Delta with a decisive response if its personnel in the region are attacked again.

The warning came on the heels of last week’s killing of a lieutenant-colonel and three other naval officers by a group that used to attack ships.

At a joint press briefing by the security information managers in Abuja, on Monday, spokesman of the committee, Commodore Kabir Aliyu, speaking on behalf of his colleagues, said on March 1, 2012, at about 1.30 p.m, a naval gunboat deployed to Shell Petroleum Development Company (SPDC) for security duties was ambushed by armed militants in five speed boats at One Man camp, near Boro community, Rivers State.

During the ensuing gun battle, a wounded militant, Apudu Gole, was arrested, while three militants’ boats were sunk.

According to him, the suspect, Apudu Gole, 30, hails from Eklemare Odimodi, Burutu Local Government Area of Delta State, while the gang leader, Mr Shedrack Itokofuwei, also known as Mammy Water, from Azagbene in Southern Ijaw Local Government Area of Bayelsa State, was among those killed, as disclosed.

Commodore Aliyu said it was instructive to note that the various attacks on JTF personnel within the last three months in the Nigerian territorial waters were actually carried out by a few different uncoordinated groups within the Niger Delta.

This, he said, had exposed the lie and deception of the so-called Movement for the Emancipation of Niger Delta (MEND), trying to seek relevance by creating the false impression that the attacks were being carried out by groups of militants it was coordinating.

JTF kills three Boko Haram members

The Joint Task Force(JTF) on Sunday night killed three Boko Haram members and arrested two in Maiduguri.

Also, another member was injured in the crossfire between the sect and the JTF.

Investigation showed that the six Boko Haram members had attempted to set ablaze Lamisula Secondary School in the metropolis.

But acting on a tip off, the JTF took pre–emptive steps to prevent the arson.

A reliable source, who spoke in confidence, said: "Of recent, Boko Haram members have been attacking schools and the development has forced the JTF to re-strategise.

"The JTF has risen to the fresh challenge and those behind attacks on schools will soon be fished out.

"On Sunday, March 4 about 22.40hrs, at Lamisula Secondary School in the Maiduguri metropolis, following intelligence report, the JTF operatives laid ambush for suspected Boko Haram arsonists who were to set the school ablaze.

"In the process, three suspects were killed, one injured and two arrested. They had earlier been repelled at Ganam Primary School, also in the Maiduguri metropolis.

"Those arrested might be relocated to Abuja for a comprehensive investigation. It was a major breakthrough to have caught Boko Haram members in the act."

Another source said: "Security agencies have been directed to guard all schools because Boko Haram members do not want pupils to attend schools.

Poly Ibadan lecturers set to go on strike •SSANIP to begin strike Thursday

LECTURERS of The Polytechnic, Ibadan, on the platform of the Academic Staff Union of Polytechnics (ASUP), have given the Oyo State government a one-week ultimatum to pay their three months salary arrears.

They unanimously agreed on the decision during a congress held at the NLT Hall, North campus of the institution, on Monday, adding that failure by the state government to pay their salary arrears of January to March 2011 by the close of work on Monday, March 12, would lead to the resumption of their earlier suspended strike, beginning from Tuesday, March 13.

According to the chairman of ASUP, The Polytechnic, Ibadan chapter, Adebayo Philips, “in the last one month, the government has made promises up to three times and I think it is time to fulfil its promises, taking into consideration the negative effect the strike we are going to embark upon, if it fails to fulfil the promises, will have on the school calendar, as the first semester is scheduled for March 19.”

The salary scale ought to have been effected since 2009, but was stalled by the former administration in the state, led by Chief Christopher Adebayo Alao-Akala, who thereafter approved the payment in April, 2011, with the effectiveness backdated to January same year.

Meanwhile, senior staff of The Polytechnic, Ibadan, under the aegis of the Senior Staff Association of Nigeria Polytechnics (SSANIP), the Polytechnic, Ibadan chapter, will, this Thursday, resume their suspended strike if the management of the institution fails to influence the payment of their salary arrears of January to March, 2012.

Marketers begin hoarding as fuel scarcity looms •Soldier beats up petrol attendant in Ibadan

SOME marketers have begun the hoarding of Premium Motor Spirit (PMS), otherwise known as petrol, based on the rumour that the Federal Government will remove the little subsidy subsisting in the current PMS price regime.

Consequently, long queues have returned to petrol stations across the country while others have shut their respective outlets due to ‘non-availability’ of the product.

Most petrol stations visited by Nigerian Tribune on Monday had long queues of vehicles waiting to buy petrol.

There have been divergent reactions to the statement credited to President Goodluck Jonathan on the removal of fuel subsidy. The president was quoted as saying the Federal Government did not make provisions for partial removal of subsidy, but total removal of fuel subsidy. He said this had challenged the provision of palliatives as promised on January 1, when the removal of subsidy was announced.

However, Dr Levi Ajuonuma, Group General Manager, Public Affairs, Nigerian National Petroleum Corporation (NNPC), in a telephone interview, could not explain the reason for the scarcity in some parts of the country. He said efforts were being made to confirm from the Petroleum Products Marketing Company (PPMC) what could have been responsible.

Efforts to get reactions from the spokesman for Major Oil Marketers Association of Nigeria (MOMAN), Mr Femi Olawore, were unsuccessful. But the General Secretary, Independent Petroleum Marketers Association of Nigeria (IPMAN), Mr Mike Osatuyi, blamed the scarcity on panic buying by most Nigerians.

He assured motorists that there were enough supplies and that there were many vessels at the port ready to discharge their contents. According to him, “there are many vessels waiting to discharge the products at various depots. Nigerians should not engage in panic buying based on what is happening in other states or the fear of subsidy removal. Before the week runs out, there will be enough supplies to meet demand.”

Meanwhile, a cross section of Nigerians who spoke with Nigerian Tribune, accused the marketers of hoarding fuel on slightest excuse or rumour of fuel scarcity. In an interview with Nigerian Tribune, Mr Charles Okume, an engineer, who was waiting to buy petrol at ASCON petrol station on the Lagos-Abeokuta Expressway, said the marketers were fond of shutting down their stations anytime there was a rumour of scarcity or price hike. “When they were ordered to reverse the price the last time, they were giving various excuses to justify their non-compliance,” he said.

In related development, a soldier on Monday, was reported to have beaten up a female petrol attendant over sale of the commodity in Ibadan, on Monday.

Nigerian Tribune learnt that as a result of the scarcity of the commodity, many motorists who besieged the station located at J. Allen area of the state capital, opposite the popular Cocoa House had queued up to be serviced.

But the soldier who was in uniform, had tried to jump the queue when the female attendant cautioned him.

An eyewitness told Nigerian Tribune that the female attendant had drawn the attention of the soldier to the existing queue but this did not go down well with the soldier and he slapped the girl who fell down.

She was rescued by motorists who were at the petrol station.

When Nigerian Tribune visited the station, the female attendant was seen with marks on her cheek.

The soldier was ‘arrested’ by the mob who insisted that he would not leave, but would be handed over to the police.

For several hours, the military officer was “detained” at the petrol station until the arrival of the station’s dealer who intervened.

He was later handed over to some soldiers from the Adekunle Fajuyi Cantonment, Ojo.

Meanwhile, the scarcity of petrol persisted in the state capital, as most of the petrol stations that opened for business witnessed long queues of vehicles.

Some of the petrol stations were still under lock and key, while in most of the petrol stations visited, the product was sold for N120 per litre.

The NNPC mega station on Ojo-Iwo Road sold at N97 but with a long queue of vehicles.

Although Nigerians have been advised not to engage in panic buying, the price of petrol varies across the country.

Nigerian Tribune investigations showed that some petrol stations around Ibadan, Lafia NNPC mega station and Abeokuta sold at the official rate of N97 per litre, while some sold it between N110 and N130. In Kogi, it was sold for between N115 and N120; Asaba, Delta State, N120 and Calabar, Cross River State, between N150 and N200.

Some stations in Kaduna sold for N97, while those on the outskirts of Kaduna, N110; Jalingo, Taraba State, N120, N170 at the black market; Yobe and Borno sells between N120 and N130.

Meanwhile, the zonal chairman (West) Independent Petroleum Marketers Association of Nigeria (IPMAN), Mr Olumide Ogunmade, has advised Nigerians not to engage in the panic buying of petrol, as he said it will soon flood the market as soon as they get adequate supply.

Ogunmade was speaking with journalists in Ibadan, on Monday, after commencing the sales of Dual Purpose Kerosene (DPK) at N50 per litre to consumers.

According to him, “it is quite unfortunate that Nigerians engage in panic buying immediately they notice any sort of scarcity in petroleum products, because they believe marketers are hoarding the products for selfish purpose,” adding that no marketer could hoard the product due to the expenses they had to pay over the product.

He said Nigerians had been buying kerosene at a higher price because the existing refineries could not produce adequate kerosene needed by Nigerians.

Earlier, the deputy national chairman of Petroleum Tanker Drivers (PTD) of NUPENG, Chief Salimon Oladiti, had said “if the PPMC and NNPC can afford to give IPMAN the opportunity to have kerosene and other petroleum products regularly, we will perform wonders and sell to the masses at the official rates without any hindrances.”

Meanwhile, loading commenced at the NNPC Apata Ibadan depot as early as 8.00 a.m on Monday, though the quantity of products already loaded at press time could not be ascertained.

The PTD boss said “if the loading continues in the next two days, the products would have flooded the market and the consumers would have enough to buy.”

14 burnt to death in Osun road accident

FOURTEEN passengers were burnt to death yesterday in an accident which occurred at Iwaraja junction, near Ilesa, Osun State.

Twelve others were injured.

Sector Commander of the Federal Road Safety Commission (FRSC) in Osun, Mr Sunday Maku, confirmed the casualty figures in a chat with reporters in Osogbo, the state capital.

Maku said the victims, including two drivers, were burnt beyond recognition when two buses collided and a fire started.

He said one of the buses was coming from Akure and going to Ibadan, while the other was moving in the opposite direction.

Maku said: "The accident involved a white Toyota Hiace bus, marked LG 27 GAR, with the inscription ‘Akoko Edo Line’, and a Volkswagen wagon painted in white and orange colour, with an unidentified registration number.

"Twelve adults, including eight men and four women, who were seriously injured, were taken to Wesley College Hospital in Ilesa."

Mimiko doesn’t deserve second term, says ACN

The Action Congress of Nigeria (ACN) in Ondo State yesterday reviewed the performance of the Labour Party (LP)-led state government in the last three years.

Speaking with reporters in Akure, the state capital, ACN State Chairman Mrs. Jumoke Anifowose described the third anniversary celebration of Governor Olusegun Mimiko as "a display of recklessness and prodigal tendencies."

She said the purpose of the third year anniversary celebration by the governor was to cajole the people into a "selfish second term ambition."

Mrs. Anifowose said: "The last three years have been an extraordinary tragedy for our state. The tragedy of dashed hopes, arrested growth and leadership mediocrity.

"The emblem of a good government is prosperity and liberty for the people. These must be customary to a good government; it is not a tall order, unless in a base society, which Ondo State is not.

"What the state citizenry wish to celebrate in their leaders are good policies, continuity and stability. Our reference point, the late Michael Adekunle Ajasin, who was the first civilian governor of Ondo State, gave all of the above.

"Chief Bamidele Olumilua, the second civilian governor, showed piety, while the third governor, the late Chief Adebayo Adefarati, showed impeccable loyalty to development and decency."

The ACN chairman said the Mimiko administration has destroyed all logistic and best practices of fiscal planning, budgeting and financial discipline.

She said it has introduced unwholesome and unethical practices, which made nonsense of the standardised practice of income management and expenditure.

Mrs. Anifowose said: "In 2009, shortly after taking over power, Mimiko embarked on inappropriate expenditures. To cover up for this breach of law, the executive and the legislature arbitrarily engaged in what was termed ‘a revised budget’.

"Such uncharitable and illegal actions covered by the revised budget include the rehabilitation of a 90-metre Ogbese-Owo Road at N178 million and the multimillion naira renovation of the Government House, among others."

She said Mimiko’s predecessor, Dr. Olusegun Agagu, demonstrated "unequalled discipline and prudence" by leaving behind N38 billion in the state treasury without owing a Kobo.

Mrs. Anifowose lamented that three years into the tenure of the LP government, the state is heavily indebted to the tune of N20 billion and "has been dragged into borrowing another N50 billion, of which N27 billion has been advanced."

She said the LP administration has failed, particularly in employment and job creation, community and rural development, women development and wealth creation, commerce and industry, works, public service, infrastructure/public utilities and health.

The ACN chairman said the present administration is "impulsive and rudderless", and "believes in politicking and not service delivery".

She urged the citizenry to support the ACN in its bid to rescue the state from penury.

But the Commissioner for Information, Mr. Kayode Akinmade, said the celebration of the third anniversary afforded the government an opportunity to showcase its achievements.

He said: "There are lots of projects, either completed or on-going, that majority of the people are not aware of. The stakeholders’ forum attended by distinguished personalities from all walks of life provided an avenue for people to know the correct situation of things."

Gbenga Daniel Not Discharged and Acquitted; EFCC to Re-file Charges

Contrary to media reports that Otunba Gbenga Daniel has been discharged and acquitted by the ruling of an Abeokuta High Court today, the EFCC wishes to clarify that the ruling of Justice Olanrewaju Mabekoje was not a discharge and acquittal of the former Ogun State Governor. The trial judge only released Mr. Daniel on the sole technical ground that the Commission failed to seek the consent of court before filing the amended charges against
the former governor.

Consequent on the ruling striking out the charges, the Commission will immediately apply to the Chief Judge of Ogun State for leave to re-file the charges against Otunba Daniel. We consider it prudent and reasonable to re-file the charges immediately as advised by Justice Mabekoje in the said ruling, as against lodging an appeal against the judgment, which action may take several months to decide at the Court of Appeal.

For the avoidance of doubt, the court did not rule on the competence or merit of the charges against Otunba Daniel, therefore, he was not discharged and acquitted by the ruling today.

Daniel was first arraigned on October 12, 2011 on a 16-count charge of stealing, fraudulent conversion and failure to declare assets. He pleaded not guilty to the charges and was admitted to bail, on October 14, 2011 in the sum of N500million and two sureties in like sum. The charges were later amended to 43 counts.

Hackers' Scare: 2Face Opens New Twitter Account

The recent break into twitter account of singer, Flavour Nabania has caused many top Nigerian celebrities sleepless nights.
On Sunday, February 26, the twitter account of Flavour was compromised, and his avartar changed to an uncompromising image.
The hackers later threatened to hack twitter accounts of 2Face, Don Jazzy, Whizkid and other top Nigerian celebs.
